Spire of Lazarus is a lightning Sorceress staff, giving +1 to Sorceress Skill Levels on top of +2 to 
Lightning and +1 to 
Chain Lightning at required level 18. The +3 to 
Static Field is the largest number on it and the least useful, because skill levels only widen the radius of Static Field while its damage stays a fixed share of the target's current life.
Lightning Resist +75% reaches the resistance cap by itself in Normal and still leaves 35% after the Nightmare penalty. Regenerate Mana 43% is the other reason to carry it, since a Sorceress at this level runs out of mana long before she runs out of damage.
How to upgrade Spire of Lazarus
You can upgrade Spire of Lazarus to a Cedar Staff with the following cube recipe:
1 Ral Rune + 1 Sol Rune + 1 Perfect Emerald + Spire of Lazarus
When upgrading Spire of Lazarus to a Cedar Staff the level requirement will increase to level 30.
